Green Bay Area Public School District

The GBAPS Board of Education will meet at the District Office at 200 South Broadway, Green Bay. The public session will be in the typical meeting room on the third floor, room #337. The public session is scheduled for 6:00 PM. If you would like to watch the meeting online, consider viewing it on their YouTube channel.

Intra-City Student Council Report

Intra-City Student Councils are elected by their high schools or student councils to represent each high school without the GBAPS district. They work to strengthen communication among students, the administration, and the elected Board of Education.

Protection and Policy Committee

4/27/2026 at 5:00 PM – City Hall, Room 207

The meeting will begin with the election of the committee Chair and Vice Chair. The members for this committee are: William Morgan, Alyssa Proffitt, Jim Hutchison, and Doug Orlowski. The bulk of the meeting focuses on appeals, particularly several individuals contesting the denial of operator licenses, as well as one appeal regarding a denied excess-animal permit. The committee will also consider various liquor license matters, including a temporary premises expansion for Blue Collar Bar & Grill, a renewal application for the Green Bay Blue Ribbons Baseball Club, and new license applications for two establishments. Finally, the agenda includes an informational item reviewing a Green Bay Police Department violation report related to liquor and massage establishments, providing oversight context for licensing decisions.

Plan Commission

4/27/2026 at 6:00 PM – City Hall, Room 604

The members of this commission are Chair Lisa Hanson, Vice-Chair Jacob Miller, Ald. Jim Hutchison, Derius Daniels, Ken Rovinski, Emma Fulwilder and Kelsey Lutzow. The meeting heavily focused on zoning changes, housing development, and redevelopment projects across the city. A major item is a public hearing and potential action to amend the Grandview Planned Unit Development (PUD), involving multiple property owners and parcels. The commission will also review a request to allow a rooming house on Cherry Street. Another significant portion of the agenda centers on amendments to the JBS Development Site PUD, tied to redevelopment efforts led by the city and its Redevelopment Authority. Additionally, numerous conditional use permit requests will be considered for building single-family homes, particularly along South Broadway and Chestnut Avenue. Many of these housing proposals are submitted by developers like Radue Homes and organizations such as Green Bay Habitat for Humanity, indicating a strong focus on expanding residential housing stock, including affordable housing, within designated zoning districts.

Finance Committee

4/28/2026 at 4:30 PM after Personnel Committee – City Hall, Room 607

Members of the committee are Jennifer Grant, Kathy Hinkfuss, Joey Prestley, and Jon Shelton. There will be consideration of appointing a committee Chair and Vice Chair as well as accepting donated land on Emmet Street. The committee will consider funding upgrades for emergency services, including the purchase of 18 all-band radios and four emergency notification sirens for the fire department, totaling over $280,000. The committee will also review accepting police donations totaling $32,705 and addressing unbudgeted overtime costs associated with special events in 2026. A proposed $600,000 transfer from the parking operating fund to the parking capital fund, along with a request from Keller Inc. for a 60-day extension on planning options for a roughly 9-acre parcel on Erie Road.

Personnel Committee

4/28/2026 at 4:30 PM – City Hall, Room 207

The members of this committee are Jennifer Grant, Kathy Hinkfuss, Joey Prestley, and Jon Shelton. The committee will consider appointing both a Chair and a Vice Chair to lead its work. It will also review a proposal to reclassify the Resiliency Coordinator position to a higher pay grade, which may involve adjustments to responsibilities or compensation. Finally, the committee will discuss a proposal from Alder Proffitt to streamline hiring by removing the requirement for additional approval when filling already budgeted vacancies or making internal transfers that don’t change job classification, hours, or pay grade.

Parks Committee

4/29/2026 at 5:00 PM – City Hall, Room 207

The members of this committee are Melinda Eck, Ben Delie, Jim Ridderbush, and Ben DeBaker. The committee will begin by electing a Chair and Vice Chair. The primary item of new business is the consideration of a $123,000 contract with GRAEF for architectural and engineering services to design a new shelter and concession stand at Colburn Park, with possible action to approve the expenditure.

Improvement & Services Committee

4/29/2026 at 5:00 PM after Parks Committee – City Hall, Room 207

The members of this committee are Melinda Eck, Ben Delie, Jim Ridderbush, and Ben DeBaker. Like the other committees, there will be an election for the Chair and Vice Chair of the committee. A request from District 6 Alder Prestley to potentially reduce charges assessed to Ayan Ahmed for damage to a traffic light controller, which had previously been discussed at an earlier committee meeting. The Department of Public Works is also seeking approval to award a major $858,025.13 contract to GEI Consultants, Inc. for final design work on a coastal hazard risk reduction and restoration project at the mouth of the Fox River, along with authorization to enter into a professional services agreement. Additional items include awarding a $75,739.50 contract to IEI General Contractors for parapet wall repairs at City Hall, and granting sidewalk builder licenses to several local construction companies. Overall, the agenda reflects a mix of administrative decisions, infrastructure investment, and contractor approvals typical of municipal operations.
